Description:

The principal purpose of the Cooperative Agreement
relationship between the
Government and USIC is to carry out a public purpose of support pursuant to
the
Federal Grant and Cooperative Agreement Act of 1977, as amended (31 USC
6301,
et.seq.). It is the intention of The U.S. Department of Energy to issue a
sole
source Financial Assistance Cooperative Agreement instrument to the United
States Industry Coalition, Inc. (USIC). USIC, in cooperation with the
Department of Energy?s (DOE) Initiatives for Proliferation Prevention (IPP)
and
Nuclear Cities Initiative (NCI) programs, which together are organized
under
the Russia Transitions Initiative (RTI) will agree to a Five (5) 12-month
Budget and Project Period totaling sixty (60) months. Currently USIC, 1525

Wilson Blvd. Suite 150 Arlington, VA 22209 is providing the service to the
Department of Energy. USIC will provide the following services under the
new
instrument: create commercialization and entrepreneurial opportunities in
the
Newly Independent States (NIS) and the United States (U.S.) for products
and
processes based on technology developed by NIS scientists who are or were
engaged in weapons of mass destruction, promote peaceful technology and
knowledge transfer between all participants, provide an infrastructure for
the
continued matching of NIS technologies and U.S. commercial development
partners; and Support and contribute to the goals and nonproliferation
mission
of DOE.

The intent of these efforts is to create innovative opportunities for
assisting
USIC members in commercializing NIS technologies. This effort will be
carried
out in cooperation with DOE National Laboratories and will seek to engage
the
former Soviet weapon scientist community in Russia and the NIS.

IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN
THE
PREPARATION AND SUBMISSION OF DATA OF ANY OTHER COSTS INCURRED IN REPONSE
TO
THIS ANNOUNCEMENT.?
